congratulation on还是to

congratulation on和congratulation to都对，但是它们两个短语有区别：意思不同、用法不同、侧重点也不同。congratulation to sb意思是祝贺某人，congratulation sb on Sth意思是因某事祝贺某人。

用法不同：
